In east central Missouri, Phelps. In south central Missouri, Dent, Howell, Oregon, Shannon and Texas. * WHEN...Through Monday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - Showers and thunderstorms with rainfall rates of 2 to 3 inches per hour are expected today through Monday which may lead to flash flooding in urban and low-lying areas.
