...TYPHOON WATCH REMAINS IN EFFECT... ...TROPICAL STORM SINLAKU SLOWLY INTENSIFYING NEAR CHUUK BEFORE HEADING TOWARD THE MARIANAS... .NEW INFORMATION... None. .AREAS AFFECTED... This local statement provides important information and recommended actions for people in Guam and the Northern Marianas. .WATCHES/WARNINGS... A Typhoon Watch remains in effect for Guam, Rota, Tinian, and Saipan. A Typhoon Watch means that Typhoon conditions, including winds of 74 mph or more, are possible within 48 hours. A Flood Watch remains in effect for Guam and the Northern Marianas. Please listen closely for any Flash Flood Warnings that might be in effect once flood threats arrive. Please check the latest public and marine forecasts for detailed information about additional hazards. .STORM INFORMATION... At 10 AM ChST...the center of Tropical Storm Sinlaku (04W) was located near latitude 8.5N...longitude 151.5E. This was about 570 miles southeast of Guam. The system has been nearly stationary. It is expected to make a turn toward the north-northwest with an increase in forward speed through Sunday as it treks toward the Marianas. Maximum sustained winds remain at 70 mph. Sinlaku is forecast to intensify through tonight, possibly becoming a typhoon as early as late afternoon today. .SITUATION OVERVIEW... A Typhoon Watch has been issued. Tropical Storm Sinlaku (04W) continues to meander in Chuuk State, bringing intense showers, thunderstorms, and winds as it continues to consolidate and intensify before beginning its journey toward the Marianas over the next several days.
Items to bring to a shelter include a first aid kit, medicines and prescriptions, baby food and diapers, games and books, toiletries, a battery powered radio, a cell phone, flashlights with extra batteries, a blanket or sleeping bag for each person, personal identification, copies of key papers such as insurance policies, available cash and credit cards. Remember, pets are not allowed in most public shelters, so check ahead with your intended shelter. Regarding your home or business, cover all windows and doors with shutters or plywood. Move patio furniture and other loose objects indoors. Brace all exterior doors, including garage doors. Do this as early as possible. If you need to make a trip to the hardware store, the grocery store, or the gas station, do so as early as possible. Stay calm and keep informed. Comply with any evacuation orders that are issued for your area. If you live in a metal roof or container home, or you live in a surge zone or any location prone to flooding, evacuate to a designated shelter or ride out the storm in the sturdy home of family or friends outside of evacuation zones.

For the High Rip Current Risk, through Thursday afternoon. * IMPACTS...Dangerous swimming and surfing conditions and localized beach erosion. Rip currents can sweep even the best swimmers away from shore into deeper water. * ADDITIONAL DETAILS...Strong to near-gale trade winds, enhanced by TS Sinlaku, are producing an east swell near 10 feet. This will produce hazardous surf of 8 to 10 feet along north facing reefs and 10 to 12 feet along east facing reefs. Surf is expected to continue to build through Sunday, with dangerous surf likely by Sunday afternoon.
Rip currents will be life threatening. Inexperienced swimmers should remain out of the water due to dangerous surf conditions. If caught in a rip current, relax and float. Don't swim against the current. If able, swim in a direction following the shoreline. If unable to escape, face the shore and call or wave for help.

...FLOOD WATCH IN EFFECT FROM SUNDAY EVENING THROUGH WEDNESDAY MORNING... * WHAT...Flash flooding caused by excessive rainfall is possible. * WHERE...Guam, Rota, Tinian and Saipan. * WHEN...From Sunday evening through Wednesday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - Tropical Storm Sinlaku is slowly approaching the Marianas and is expected to strengthen, possibly crossing Guam as a typhoon possibly as early as Monday morning. This is expected to produce 15 to 20 inches of rainfall between Sunday night and Wednesday for Guam and Rota, with 8 to 15 inches expected for Tinian and Saipan. Widespread showers, torrential rain and scattered thunderstorms are expected as Sinlaku moves through the Marianas Monday through Wednesday morning. As showers are likely to persist, consistent rainfall is likely to produce flash floods and saturate the soils enough to increase the chance for mudslides over central to southern Guam. - http://www.weather.gov/safety/flood
Residents of the Marianas need to closely monitor this developing situation as flash flood warnings will likely be issued later. If living near streams and rivers, move items away from stream and river banks. Make sure storm drains nearby are not clogged, especially If living at low-lying areas.

Tropical Storm Sinlaku (04W) continues to organize north-northwest of Chuuk. This system is currently moving very slowly in a west to northwest direction, and this trend is expected to continue for another roughly another 24 to 36 hours, before increasing slightly in forward speed. TS Sinlaku is expected to strengthen as it approaches the Marianas, possibly crossing Guam as a category 3 typhoon. Models continue to show a slight spread where TS Sinlaku's track could shift slightly north or south, though these ranges are narrowing and will continue to narrow over the next 12-24 hours. A breezy, but relatively dry trade-wind pattern is in place over the Marianas tonight, but as Tropical Storm Sinlaku closes in, winds are expected to increase with conditions deteriorating sometime late Sunday. The Marianas should make preparations for the potential for Tropical Storm to Typhoon-Force winds, with the most likely time of Tropical Storm-Force winds around Monday. For the far northern Mariana Islands, breezy and choppy sea conditions are expected late this weekend and into early next week, with potential for Tropical Storm-Force winds around Tuesday. This is expected to produce 15 to 20 inches of rainfall between Sunday night and Wednesday for Guam and Rota, with 8 to 15 inches expected for Tinian and Saipan. Widespread showers, torrential rain and scattered thunderstorms are expected as Sinlaku moves through the Marianas Tuesday through Tuesday night. As showers are likely to persist, consistent rainfall is likely to produce flash floods and saturate the soils enough to increase the chance for mudslides over central to southern Guam.
