Total snow accumulations between 5 and 9 inches. * WHERE...Northern Franklin, Northern St. Lawrence, and Southwestern St. Lawrence Counties. * WHEN...From 7 PM this evening to 7 PM EST Thursday. * IMPACTS...Roads, and especially bridges and overpasses, will become slick and hazardous. Travel will be very difficult, including the Thursday morning and evening commutes. * ADDITIONAL DETAILS...Rain will develop this evening and change to snow by midnight and become heavy at times on Thursday morning, before tapering off to snow showers by Thursday evening. Bitterly cold wind chills near 10 below zero are expected by Thursday afternoon.
